LEO Force Matrix
LEO's must make use of the Force Matrix and Penal Code to ensure fairness for all players.
Force Matrix Level 1 (FM1): Verbal Commands
Objective: Manage situations with communication, avoiding physical conflict.
Description: Use spoken instructions to control or guide civilians/suspects. LEO's must give players 10 seconds and 3 verbal commands unless being fired upon.
Examples:
Situation 1: A person is loitering in a restricted area.
Action: “You need to leave this area immediately. It’s a restricted zone.”
Situation 2: A person is arguing loudly in a public place.
Action: “Please calm down and lower your voice. If you continue to disturb others, you may need to leave.”
Situation 3: A driver is parked illegally.
Action: “You are parked in a no-parking zone. Please move your vehicle immediately to avoid a ticket.”
Use of Force: Verbal Commands
Usage: For minor issues or when you need to calm or instruct civilians/suspects. This should always be the preferred method unless the situation dictates otherwise.
Force Matrix Level 2 (FM2): Non-Lethal Force
Objective: Control or restrain without causing serious harm.
Description: Use tools or methods to incapacitate temporarily. LEO's must give players 10 seconds and 3 verbal commands unless being fired upon.
Examples:
Situation 1: A suspect is aggressively confronting officers but is unarmed.
Action: Use a Taser to subdue the suspect if they do not comply.
Situation 2: An individual is attempting to flee but is not posing an immediate threat.
Action: Use a Taser and then Handcuffs to restrain them once they are subdued.
Situation 3: A person is physically resisting arrest but is not armed or violent.
Action: Use a Taser to incapacitate the person temporarily.
Use of Force: Taser, Handcuffs.
Usage: When players are resisting or being aggressive but the situation is not life-threatening.
Force Matrix Level 3 (FM3): Non-Lethal Force - Vehicle Disabling
Objective: Disable the vehicle without causing serious harm.
Description: Use tools or methods to incapacitate temporarily. LEO's must give players 10 seconds and 3 verbal commands unless being fired upon.
Examples:
Situation 1: A vehicle is fleeing after a traffic stop.
Answer: Deploy Spike Strips to disable the tires after 10 seconds and 3 verbal commands to stop the vehicle.
Situation 2: A suspect is using a vehicle to evade capture.
Answer: Use a PIT Maneuver to bring the vehicle to a controlled stop after 10 seconds and 3 verbal commands.
Situation 3: A vehicle is used in a high-speed pursuit.
Answer: Set up a Roadblock to safely stop the vehicle and apprehend the suspect.
Use of Force: Disabling the engine (vehicle will stop working before catching fire), Spike strips (disabling tires), Roadblocks, PIT Maneuvers.
Usage: When players are fleeing in a vehicle after being warned to pull over for 10 seconds and 3 verbal commands, or if they enter a vehicle to flee without causing bodily harm. This includes stealing vehicles from another civilian. Under no circumstances should suspects be killed while fleeing arrest unless they are at FM5 level.
Force Matrix Level 4 (FM4): Armed Confrontation
Objective: Try to de-escalate the situation for an arrest but be prepared for a potentially deadly threat.
Description: Presenting and aiming firearms are permitted at this point. Firearms should only be discharged if the suspect is brandishing AND aiming OR discharging an illegal firearm (melee weapons do not count unless used in a violent crime). If the firearm isn't dropped after 10 seconds and 3 verbal commands, deadly force is authorized.
Examples:
Situation 1: A suspect is brandishing a firearm but not aiming it directly at officers.
Action: Draw and aim your firearm at the suspect, issuing commands to drop the weapon. If they do not comply, deadly force is authorized.
Situation 2: A person is holding a firearm and threatening others
Action: Present your firearm and give commands to put the weapon down. If the suspect does not comply, deadly force is authorized.
Situation 3: A suspect is discharging an illegal firearm in a public place.
Action: Deadly force is authorized.
Use of Force: Verbal Commands, Un-holstering and Aiming Firearm (when there’s a suspect armed with a deadly weapon), Discharging Firearm (when suspect aims, discharges weapon, or fails to respond to LEO verbal commands after 10 seconds).
Usage: When a suspect is brandishing an illegal firearm, but not aiming or discharging it.
Force Matrix Level 5 (FM5): Lethal Force
Objective: Protect lives when facing an immediate, deadly threat.
Description: Use methods that can cause serious harm or death.
Examples:
Situation 1: A suspect is aiming a deadly weapon at a civilian.
Action: Deadly force is authorized.
Situation 2: A suspect is actively shooting at civilians or officers.
Action: Deadly force is authorized.
Situation 3: A suspect is in a standoff, using a firearm to threaten lives and not responding to commands.
Action: Deadly force is authorized.
Use of Force: Discharging Firearm (when there’s an imminent threat).
Usage: When a suspect is using a vehicle as a deadly weapon or illegally discharging a firearm, and other options are not viable.
